Fire Safety Engineering on the Rise in Portugal

Portugal is in an interesting phase where they consider introducing and allowing fire safety engineering to a larger degree. As I pointed out in my presentation at their national conference, FSE (and performance based design in general) is necessary to develop the built environment to facilitate innovation, sustainability and modern architecture. There is a great opportunity - but also risks attached - by allowing fire safety engineering.

Me and three others was fortunate to be invited to present perspectives on FSE in UK, Sweden, Spain and Portugal respectively. The conference was in Estoril and organized by APSEI (www.apsei.org.pt), the national security association.

 UK and Sweden share a long history of allowing FSE and are both in the forefront of PBD. However, there are some differences. As Adam Crowley from TAEC pointed out when presenting FSE in UK, the licensure system and review is different with dedicated building control bodies talking responsibility for design. Sweden has a more liberal control & review system, but there is a system for licensure of FSE reviewers. Also, UK has more comprehensive regulations and guidelines whereas Sweden, while having less, also prescribe more with regards to design fire scenarios and other input parameters.

Intentions of the code is well described in the UK where this does not exist in Sweden. Recently the Swedish Fire Consultancy Company organization started a project to document the intentions of the Swedish regulatory requirements. A great initiative that I think will be valuable. In the future it would be great to get national such documents issued by the Swedish regulatory authority, Boverket.

Gabriele Vignettes, director of JAVA in Madrid, have his perspective on the situation in Spain. FSE is slowly being accepted and it is necessary to allow unique and safe buildings. However, there's a lack of technical knowledge, non homogenous approach across the country, lack of engineering judgement and these factors lead to the risk of getting unsafe buildings.

I'm also happy to hear that Paolo Ramos of Order dos Arquitectos is aiming to create a Portuguese SFPE chapter soon. That sounds  great! SFPE may give good input to Portugal when developing the infrastructure needed for FSE.

Asking where Portugal will be in 5 years gave me a mixed answer. José Oliveira of ANPC (Autoridade Nacional de Protecão Civil) LINK mentioned that goals, objectives, requirements and tools need to be developed. They will look into other countries experiences. Paolos Ramos was a bit pessimistic about getting a fully PBD code, saying it could take 10-20 years due to resistance and distrust to FSE among parts of the authorities. However, some progress would be made still.

SFPE Denver Conference Wrap-up & Workshop on Research Agenda

The second half of the SFPE Denver conference was also great. The technical program followed and also the recognition of prominent members of the society and much more. Not least, a workshop on SFPE's research agenda which is an important step to set a direction for research that support our mission and our members.

The day after the conference ended there was a research workshop where we worked on the SFPE Research agenda. There were several interesting topics, and one that was close to me that I've mentioned before was how we may help the developing world. There was several good suggestions:

• Recognize developing countries "path of development", i.e. that the solutions needed today must be simpler and here were may learn from our own fire protection history.
• Risk identification and classification of risks could be helpful to engineers working in foreign countries, i.e. knowing the limitations and assets when working abroad.
• Simple solutions are needed - we may even cherry pick the best and most cost-efficient solutions from our own experience in the rich world and adapt it to the local environment.
• A good starting point for SFPE could be to initiate a case study to get into the action, but also to create a model for future such projects. For example, aiding Bangladesh fire safety in industries is one known area.

No conference is complete without some mischief - in my opinion. In Brisbane, we had the gnome spooking us and in Denver the SFPE Staff set up these new ribbons at registration. Registration this year had a fun addition, crazy new ribbons (and I've been asking for them for years!) and I quickly added a trouble maker ribbon to my name badge. Fun things apart, the conference also brought in fresh perspectives from other industries.

Within SFPE, we have a great group for the younger crowd, Alliance of Young Engineers (AYE) LINK. To be a part of the AYE you have to be under 35 years or young and roughly 20 % of our members are eligible for this group. It's a great initiative to help those new to the industry. Now, it's soon time for me to leave this group as I'm closing in on the 35-mark. It was refreshing to see some of the younger crowd at the evening social gathering, playing pool and so on. It was a good thing Daniel Nilsson wasn't there as he owned me big time in 2013 at the SFPE Austin Conference ;)

Next year the SFPE North America Conference is going outside the US for the first time in quite some time. The destination for #SFPE2017 is Montreal and it will be great fun, I'm sure. My twittering and blogging also made sure that I definitely will join as I was awarded the SFPE Denver Twitter Award and the prize is a ticket to the Montreal conference which I am grateful for! Regardless if I'm on the board or not next year I'll surely be there.

Live report from SFPE Annual Meeting!

SFPE is right now holding our Annual Meeting which is followed by the conference, seminars and events all pertaining to fire safety engineering and fire protection engineering. The meeting and conference is in Long Beach, CA this year.

As a member of the SFPE board, I'm happy to say that we're now launching a strategic plan that's bold and exciting. SFPE is rebranded with a new logo, with the clear message "Engineering a Fire Safe World". More information will follow on the SFPE official web page, blog and other media, as we roll out the new strategic plan.

A very interesting week will follow in Long Beach with great possibilities for networking and professional development. Today we also have specific events for young professionals within the Alliance of Young Engineers, awards ceremonies tomorrow and a lot more things coming up! See the full program at the top link.

Fire Safety Engineering for Innovative and Sustainable Building Solutions

The construction sector faces many significant challenges while trying to introduce innovative and sustainable technology into a traditional industry driven to reduce costs. These challenges include providing solutions and catering for an aging population, new energy requirements and increased focus on sustainable construction, coping with changing climate loads, trade barriers due to national requirements, as well as ever more bold expressions of architectural creativity.

In June 2014 we are starting a three year Nordic project to address these issues. The project is led by SP where I am the project leader with great support from my new colleague David Winberg. The project members in the consortium represents all Nordic countries and a broad range of stakeholders such as:

• Standardization organisations - Danish and Norwegian Standardization, 
• Regulatory agencies - The Swedish National Board of Housing, Building and Planning (Boverket), Iceland Construction Authority, Norwegian Building Authority (DIBK)
• Research organizations - The Danish Institute of Fire and Security Technology (DBI), Iceland Fire Research Institute, Lund University, SP Fire Research and SP Fire Research AS
• Fire consultancy companies - Brandskyddslaget, Briab, COWI, KK-Palokonsultti
• Construction companies - NCC

Nordic Innovation (web + twitter) is financing the 4.8 mNOK project with co-financing from the participating organizations and additional national financing from DIBK and other parties.

Performance-based codes, i.e. regulations and standards, have long been proven an effective way to facilitate innovation, and all of the Nordic countries have introduced performance-based building codes. However, the implementation of performance-based codes for fire safety has not been overly successful due to the lack of standardized performance-based methods and instruments to ensure high quality fire safety design. Fire safety design therefore too often relies on prescriptive and detailed regulations due to uncertainties and lack of acceptance of performance-based design. This per se is a barrier to innovative and sustainable building solutions.

Differences in regulations and practices in the Nordic countries are causing problems for the trade of products and services. The problem of trade barriers within the Nordic countries has been identified by the Nordic ministries and one goal is to create a unified Nordic construction market. The Nordic countries have strong cultural ties and other similarities, and are therefore in an ideal position to take the next step towards stronger cooperation.
The challenge in this three year project is to create performance-based standards for fire safety engineering that will facilitate the design processes and technical innovations in a robust and sustainable way. The project will thereby continue the successful Nordic cooperation that resulted in the recently published Nordic specification on fire safety engineering - INSTA 950.

Aims of the project:

• Creating new verification methods from a practical perspective to facilitate the implementation of performance-based codes and thereby increase the use of innovative design and technology in the industry, such as green buildings and sustainable technology. 
• New innovative construction products may be used in the built environment, proven to be fire safe yet able to meet the changing requirements of society.
• Nordic INSTA standards will be produced, providing the methods to facilitate innovative design by fire safety engineering methods and providing guidance on the process that lead to safe and innovative fire safety design.

To ensure that all different perspectives are reflected, the whole value-chain from regulations to end users is represented in the project, i.e. regulators, universities, institutes, standardization bodies, practitioners (consultants) and construction companies. The project will also facilitate social media (by this blog!) to gain input from a broader range of parties and stakeholders. All the blog posts for the Nordic Innovation project can be found here:

During the project, the proposed INSTA standards will be tested in practical applications, i.e. real building projects, for evaluation before the work is finalized. The project will be completed in the summer of 2017.

Väx med SP Brandteknik i Lund!

Det är spännande att nu kunna rekrytera
två kollegor till Lund - vilka kan det bli?

Verksamheten i Lund är i en spännande fas och vi kommer inom kort att trippla styrkan på Brandteknik på Ideon. Det ska bli spännande att få två nya kollegor inom både brand och risk. Kontoret i Lund är dessutom i en spännande utvecklingsfas där vi nu närmar oss fyrtio personer på kontoret, inom alla möjliga områden - från betong, livsmedelsteknik, fasadteknik och jordbruksteknologi. En spännande och kreativ miljö!

SP Brandteknik är i en spännande fas och vi är nu över 80 personer på enheten. Det är en högkompetensorganisation med över 15 disputerade och har en verksamhet med flera spännande spjutspetsområden, t.ex. tunnelsäkerhet. Genom det nära samarbetet med norska brandlabbet, SINTEF NBL, kommer också nya möjligheter, t.ex. vår satsning på offshore. Största delen av vår verksamhet är forsknings- och utvecklingsinriktad. Utvecklingen inom Brandteknik har var enorm de senaste åren - se bara de senaste årens nummer av Brandposten för en överblick!

Vi har två annonser ute för rekrytering till Lund, dels för en brandingenjör och dels en systemriskanalytiker. Inriktningen för de nya tjänsterna skiljer sig åt, och jag ska förklara  lite närmare här. Kortfattat så kommer brandingenjören att arbeta med mig i utvecklingen av fire safety engineering och de tjänster och den forskning vi bedriver inom SP på området. Systemriskanalytikern kommer att arbeta bredare med risk ur ett samhällsperspektiv. Med Martin Kylefors som leder affärsområdet Risk & Säkerhet, också i Lund, skapas goda förutsättningar för spännande projekt och utveckling! Vad händer då inom området fire safety engineering på SP och vad kommer man göra tillsammans med mig som brandingenjörer i Lund? Fire safety engineering är det område som jag arbetar mest med och som jag grovt kan dela in i fyra delområden. Ni kan också läsa mer om SP:s verksamhet inom området i denna broschyr. Kortfattat om de olika områdena:

1. Specialistuppdrag
Detta är ofta kortare uppdrag och kan handla om att göra tredjepartsgranskningar, kanske i samband med en tvist, rättsfall eller som stöd i komplexa projekt. Ad-hoc provning och avancerade beräkningar är andra tjänster vi erbjuder. Brandteknik har dock ingen ambition att göra "vanlig" projektering och skiljer oss därmed från den verksamhet som brandkonsultföretag bedriver. 

2. FoU-projekt
Detta är längre projekt, oftast ett eller fler år, där resultatet ofta ligger nära tillämpning i praktiken. Exempel på projekt av utvecklingskaraktär är projektet om bärförmåga i enplansbyggnader, utvecklingen av en nordisk standard för fire safety engineering eller morgondagens standard för funktionsbaserad dimensionering av vägtunnlar. Dessutom söker vi, och får hela tiden in, nya spännande FoU-projekt där FSE ofta utgör en viktig del - och ibland är själva kärnan i projektet.

3. Utbildning
Inom detta område har vi erbjudit en rad olika utbildningar. I år har vi till exempel håller utbildningar om de nya byggreglerna, den nya europeiska byggproduktförordningen (CPR) och utbildning kring det europeiska klassnings- och provningssystemet. Dessutom håller vi skräddarsydda utbildningar inom en rad andra områden. 

4. Utvecklingsarbete i kommittéer och internationella organisationer

Det sker en spännande utveckling av nya verktyg och system för fire safety engineering på många håll. SP är en del av denna utveckling och är representerade i de grupper där utvecklingsarbetet sker. Det finns flera frågor nu som är intressanta, t.ex. hur ska vi försäkra oss om kvalitén på fire safety engineering, och hur ska vi få acceptans för analytisk dimensionering?

Från januari 2014 sitter jag med i styrelsen för SFPE International, vi har nyligen skapat SFPE Europe och i vårt svenska SFPE-chapter (BIV) sker en spännande aktivitet med utvecklingen av vägledningar för branschen och mycket annat. Standardiseringen är ett annat spår där vi också deltar på både svensk, nordisk, europeisk och internationell nivå. Även här får frågor om fire safety engineering ett allt större fokus.

Dessutom är ju arbetet i en utvecklingsfas och vi kommer på nya spännande frågor och är självklart öppna för nya idéer! Välkommen att höra av er om ni har frågor!

SFPE Europe Working Session in Switzerland

On the 8th of October a meeting and working session was organized by SFPE Europe in Basel, Switzerland. SFPE Europe is actually called the European Chapters Coordination Group (ECCG) and formally consists of the national chapter leaders. The group meets about 2-3 times a year and focuses on the development professional fire safety engineering in Europe.

Some reports from the meeting regarding SFPE:

• It's great to see that new chapters are formed! Most recently, there's the new student chapter formed by Edinburgh University.
• Also, it's great to see that several European countries are considering the formation of new chapters. Anyone interested, feel free to contact me!
• SFPE HQ has found a new executive director, Nicole Testa Boston, which is great! Welcome Nicole!
• The ECCG has now been formalized and there will be a one year term for the SFPE Europe president. It's now being lead by Jean-Claude de Smedt from Belgium.

The working session itself was titled "Professional recognition and qualification of fire safety engineering/engineers" and was moderated by Robert Jönsson. Last year SFPE Europe conducted a survey on the status of fire safety engineering in Europe. The results showed that fire safety engineering is progressing in Europe, but also that there are large differences in what we mean by FSE. There are also big differences in how we measure and require competence as well as qualification of practitioners. These are of course vital elements to ensure a high quality of fire safety engineering work. Below you will find the presentation I made in Switzerland at the working session and the Eurofire conference.



The presentation of the status in Europe set off a discussion about what we need in the European countries. Robert and I had prepared background information, including a lot of excellent material already being done by others. These questions has been raised before, and will again.

Some of the key conclusions were:
- There is a need for operational standards, or job descriptions, of what fire safety engineers do
- These descriptions may be matched when defining model curriculum or contents of educational programmes. See SFPE:s BSc curriculum and strategy/core competences.
- Short courses are needed for professional development of existing practitioners, and also to raise awareness and knowledge of the fire safety engineering field among other disciplines.

These are just some of the questions that SFPE Europe will continue working on. For more information, feel free to contact me!

Nordisk remiss om fire safety engineering

Under förra året satsade de nordiska länderna på ett samarbete inom fire safety engineering med målet att ta fram en nordisk vägledning. Målet är nu nära, och i höstas skickades specifikationen ut på remiss. Specifikationen benämns INSTA 950, "Fire Safety Engineering — Verification of fire safety design in buildings". Senaste svarsdag är om mindre än två veckor, den 11 februari, så jag vill nu påminna och uppmana nordiska brandingenjörer att svara på remissen!

Varför är då denna specifikation viktig? Genom att arbetet sker inom nordisk standardisering (INSTA) med förankring hos de nordiska byggmyndigheter (Boverkets motsvarigheter) kan publikationen bli normgivande och officiellt refererad i nationella byggregler. I Sverige kan alltså publikationen komma att komplettera eller ersätta BBRAD, med samma status som denna.

Kortfattat innehåller specikationen vägledning för verifiering, metodval, hantering av osäkerheter och specifik vägledning inom olika områden. Bland annat ges mer detaljerad vägledning för utrymning, val av brandscenarier och dokumentation. I dokumentet finns också hänvisningar till de internationella standarder för fire safety engineering där det har skett ett stort arbete de senaste åren. Specifikationen har utvecklas gemensamt i Norden och en del av arbetet är baserat på Boverkets BBRAD och det som Fredrik Nystedt genomfört inom arbetet "Verifying Fire Safety Design in Sprinklered Buildings".

SFPE Engineering Technology Conference

It's been a great and interesting day at the SFPE Annual Meeting. The Engineering Technology Conference is going on the first two days. There has been numerous good presentations, award ceremonies and reports from the SFPE organization.

I'm proud of the several prizes that Sweden received (see SFPE Sweden homepage, in Swedish: http://www.sfpe-biv.se/nyheter/nyhetsarkiv/10089-prisregn-oever-svenskar-i-usa). Most notably, I must say, is the price to Robert Jonsson for his great effort in mentoring and inspiring at the fire safety engineering programme in Lund. More than 700 students have graduated and Robert is the key person to the successes of the Lund program. A big congratulation to him!

Great presentation were made by Nina Hansen, Denmark, on fire risk assessments in tall residential buildings. I'm sure this may be interesting for the SFPE Sweden's group that currently are looking at fire safety verification of buildings were pre-accepted solutions are not valid, including buildings with more than 16 stories.

My colleague professor Ulf Wickström presented a simplified formula for calculating time for ignition of solids. Validation with numerical methods show great accuracy and big improvements compared to previous methods.

Kristofer Overholt from Texas University presented a really interesting study on fire penetration into void spaces. Experiments and analytical models were compared. Also, the effect of natural vs PPV ventilation were studied. Fires into the construction is very relevant in Sweden nowadays. We have a good understanding of predicting and analyzing room fires, and the fire brigade are using great tactics. But when it comes to fires in the structures we need more knowledge and new methods. With growing fire damage costs, this is definitely an area where more research is needed.

One interesting conclusion is that the use of PPV may effect the fire behavior and increase the risk of a smoldering fire to a flaming fire. Kudos to Kris at University of Texas, Austin, for great work in the area.

Förra veckan höll vi ett brandseminarium i Lund. Anordnare var TK 181, som är den svenska kommittén för brandsäkerhet inom standardiseringen. Det var en givande dag med många intressanta diskussioner. Den stora frågan var vad som händer när byggproduktförordningen träder i kraft nästa år. Samtidigt lyfte vi från kommittén också fram det arbete som nu har kommit långt inom fire safety engineering. Som ett led i detta hoppas vi nu få en konsultmedlem i kommittén.

Sammanfattning av dagen:

• CE-märkning blir obligatorisk 1 juli 2013 genom byggproduktförordningen (CPR)
• ... men CE-märkning är inte möjliga på alla områden. Och vissa undantag finns
• Regeringen har inte bestämt vad som händer med typgodkännande och andra märkningar. Utfallet av regeringens beslut kommer att få stor påverkan för både produktindustri, användare och övriga i byggsektorn
• CPR innebär nya förutsättningar men kontaktpunkter i varje medlemsland kan guida...
• ... och nationella myndighter kan göra marknadskontroll av produkterna som släpps på marknaden
• Man ska dock skilja på regler för försäljningen (CE-märkningen) och hur de senare används i byggnaden...
• ... även i senare fallet finns regler och här har byggnadsnämnden tillsyn
• CE-märkningen innebär en harmoniserad marknad men alla länder tillämpar inte det på samma sätt ändå - detta är dock något som ska jämnas ut över tid och något som Kommissionen driver
• CE-märkningen är inte en kvalitetsgaranti utan byggherren måste själv försäkra sig om att byggreglerna uppfylls, dvs. att byggprodukten har rätt kvalité och används på rätt sätt
• I vissa fall är byggreglerna tydliga, men i andra måste byggherren själv välja nivå mot byggreglerna
• Många osäkerheter kvarstår och det kommer på vissa områden vara en övergångsperiod, eller åtminstone en period med parallella system
• Fire safety engineering är på framväxt i Sverige/Norden/Europa och kan påverka efterfrågan på byggproduykter
• Närmst ligger nordisk standard medan arbetet i Europa går långsammare
• Standarder är här för att stanna och blir viktigare och viktigare. 
• Det finns över 400 harmoniserade standarder som måste tillämpas vid CE-märkning. 
• BBR hänvisar till mer än 40 brandstandarder och det är ytterligare många som blir obligatoriska genom eurokoder m.m.
• Trots att standarderna måste användas pga. svenska och europeiska regelverk är de inte fritt tillgängliga. Det är bra att Boverket nu har fått pengar för att göra standarder mer lättillgängliga - det är dock oklart hur långt detta räcker
• Mer informationsinsatser kommer att behövas för att se till att hela kedjan från produkttillverkning till inköp, montering, uppfyllnad av regler, och installation fungerar - och det även över byggnadens livscykel

Höst & lägesrapportering!

Hösten är här och jag har halkat efter med bloggandet. Under tiden har man fått på nästan samtliga fasadplattor på vårt nya kontorshus i Lund - Ideon Gateway. Här kommer så en liten uppdatering! Vad har hållit mig upptagen på SP-kontoret i Lund?

börjar se ganska färdig ut - utvändigt sett.

Målstandard för tunnlar. Vi arbetar med att utveckla ett ramverk för performance-based design för vägtunnlar. Där uttrycks krav på ett målbaserat sätt och detta kan i sin tur verifieras med godtagbara lösningar inom ramen för en förenklad dimensionering. Som alternativ kan analytisk dimensionering användas, t.ex. genom scenarioanalys där man prövar brandskyddets förmåga när ett fordon brinner i tunneln.

Nordisk INSTA-standard för FSE. Riktlinjer för analytisk dimensionering av brandskydd har saknats i fler länder än Sverige. Samtidigt finns det flera skäl till varför ett nordiskt samarbete på området är effektivt, t.ex. så har vi liknande regler i grunden, och avstånden är korta mellan länderna. Kortsiktigt strävar vi i den nordiska standardiseringen (INSTA) efter att harmonisera hur vi arbetar med fire safety engineering, t.ex. att vi använder samma kriterier för kritiska förhållanden/godtagbar exponering. På längre sikt vill vi också utveckla bättre riktlinjer för riskbaserade dimensioneringsmetoder. Ett förslag på standard baserat på det korsiktiga arbetet kommer att gå ut på remiss inom några månader. Och här finns givetvis skäl för konsulter att engagera sig mer inom standardiseringen.

Europeiska standarder för FSE. Även på Europa-nivå pågår arbete inom FSE. Många länder använder sig av metoderna idag, och andra vill öppna upp för möjligheten. Samtidigt finns risken att nya handelshinder för produkter och tjänster skapas om vi inte skapar en gemensam syn på hur metoderna kan och bör användas. Därför är arbetet i gruppen viktigt.

BBR-utbildningar. Efter vårens utbildningsverksamhet har jag fortsatt hålla utbildningar, och fler kommer! Det har varit kul att se att flera konsultfirmor har tagit tillfället att hyra in mig för skräddarsydda utbildningar, t.ex. en heldag om BBR. Givande med mycket diskussion! Men fler öppna utbildningar kommer också, snart har vi datum spikade för kurstillfällen i Malmö, Göteborg och Stockholm under november.

Regelanalys/Tredjepartsgranskning/Second opinion. Det finns många fall där tolkningar behöver göras och BBR är inte alltid solklar. Handböckerna som finns är inte heltäckande och de har inte heller alltid rätt. I dessa uppdrag har jag kunnat bidra med rättssäkra analyser av gällande bestämmelser, vilket kan vara en viktig pusselbit i en projektering eller i ett rättsfall. Tillsammans med mina kollegors höga tekniska kompetens kan vi dessutom erbjuda verifiering av resultat från avancerade modeller eller för att säkerställa att tekniska system som inte följer standard verkligen klarar av sin uppgift.

Vi har flera projekt inom FSE på gång inom SP och jag ska se till att några kollegor delar med sig av detta även här på bloggen! Ett smakprov av detta ges också på SP Byggdagar (3-4 oktober) där vi också får höra Boverket förklara reglerna om bärförmåga vid brand - där vi ju haft en omfattande debatt.

Det händer som sagt mycket inom standardiseringen nu på området FSE. Och snart väntar ju obligatorisk CE-märkning som kommer påverka vardagen i byggsektorn. Ett utmärkt tillfälle för konsulter och tillsynsmyndigheter att lära sig mer om detta är Brandseminariet i Lund den 27/9.

Jag vill här också poängtera att standardiseringen behöver perspektivet från tillämparna. Standarder om FSE kommer snart att bli ett faktum och när myndigheter hänvisar till dessa måste de användas. Och samma sak gäller ju på byggproduktområdet. Så ta chansen att påverka och engagera er i standardiseringen innan standarderna är beslutade!

FSE in Europe is progressing

fire safety engineering using risk-based methods were
 used. Rougly 2M€ were saved by this approach. 

Several projects for fire safety engineering going on in Europe and the indicators point in the same direction - fire safety engineering is progressing. The experience of PBD of fire safety in Europe now has a history of about two decades in some countries. Most notably in the UK (1989), in Sweden (1995) as well as Denmark and Norway. Manybuildings wouldn't have been feasible for functional or economical reasons if not performance-based design (PBD), using fire safety engineering methods, would have been possible. And several other countries wants to follow today, not least in Europe. I've written about this before, when I worked at the National Board of Housing, Building and Planning (in Swedish).


In March SBR in the Netherlands hosted an expert meeting on fire safety in high rise buildings. The Netherlands are in need of a more modern approach to fire safety and thus wanted a discussion. I moderated the session where four representatives from different european countries presented one high rise each. While some things differ regarding fire safety approaches, we also do have a lot in common. The most progressive design was done in the UK and in Sweden - where fire safety engineering is allowed to full extent. Germany, on the other hand, have prescriptive regulations for high rise buildings which means a more rigid design.


In the european standardization work is going on to establish standards on fire safety engineering. One of the  things we are looking right now is how fire safety engineering is used in connection to prescriptive regulations. This is the primary method being used in Sweden and we will be presenting this approach in the SFPE Conference on Performance Based Design in Hong Kong in June. 


The Society of Fire Protection Engineers (SFPE) is the largest international community gather fire safety professionals. A European group has recently been formed and two new national chapters has newly joined, namely the Benelux Chapter and the Polish Chapter. Since before, we have chapters in France, Spain, Italy and Sweden. And the door is open for more chapters. With SFPE Europe, it will be easier to find common ground on important aspects such as education, certification, policy-making and regulation.


With all these signs, all these projects going, I'm confident that an interesting road lies ahead of us. We've seen the big eurocodes project on structural safety of constructions being implemented after thirty years of collaboration. Hopefully it won't take that long time for the area of fire safety. With a common european approach we will eventually be able to have a more open market with regards of fire safety products and services. It won't be easy, of course, but that's where we're heading.
